- Public Opinion Survey mailed to Woodbury residents – Fall 2008
- Focus Groups on Key Issues – Fall-Winter 2008
- Public Workshop on Results of survey and focus groups – Winter 2008-2009
- Preliminary plan draft – Summer 2009
- Public Workshop on preliminary plan goals and strategies – Fall 2009
- Final Draft Plan preparation and adoption process – Winter 2009-2010
